I'm going to try and take the starter apart first. But after going through the Clymer some more, I'm starting to suspect that it might be the 'starter clutch'. Apparently it's supposed to allow the starter gears to rotate freely in one direction - the first idler gear (where the starter is engaged) won't turn at all by hand - and it's connected to the second idler which is connected to the starter gear which is supposed to rotate freely in one direction - therefore...
But I have to pull the drive belt off to get the crankcase cover off, then I'll need a new gasket, plus order the clutch...it's easier to try to rebuild the starter first, just in case that's it.
